The EPA RRP Rule
Fact 1:
EPA Lead-Safe (RRP-Renovation, Repair and Painting) Rule went into effect on April 22, 2010.
Fact 2:
Many New England contractors believe that a recent update to the April 22nd EPA regulations regarding lead-safe renovating means this has been repealed. This is completely inaccurate.
Fact 3:
The EPA has simply extended the April 22nd deadline for certification compliance to October 1, 2011. They have not extended the requirements. They have not extended implementation of lead-safe practices, elimination of prohibited practices, or record-keeping requirements. Those are all in effect now and those in violation are being fined now. The EPA has responded to contractor complaints regarding the short timeframe allowed for compliance with lead-safe certification requirements.
Fact 4:
OSHA is fully enforcing their requirements now as well.
Fact 5:
Contractors must have already been certified, enrolled for training or be able to prove they have applied to enroll in an EPA Lead-Safe Certification Class by September 30, 2010, and must complete the training by December 31, 2010.
